The 2025 UN High-Level Meeting on the Global Plan of Action to Combat Trafficking in Persons.
In November 2025, world leaders, UN agencies, civil society and global stakeholders gathered at United Nations Headquarters in New York for the High-Level Meeting of the General Assembly to appraise the Global Plan of Action to Combat Trafficking in Persons. Held on 24–25 November 2025, this meeting marked the fifteenth anniversary of the Global Plan of Action (GPA), first adopted in 2010. The appraisal, conducted every four years, provides an essential platform to assess global progress, acknowledge achievements, and identify persistent gaps in the fight against human trafficking.
During the opening segment, Member States adopted by consensus the 2025 Political Declaration on the Implementation of the Global Plan of Action, reaffirming global commitment to combating trafficking in persons. The meeting featured plenary discussions and two high-level interactive panel sessions addressing enduring challenges such as child trafficking, forced labor, and the growing links between trafficking networks and organized crime. Delegates also emphasized the need for stronger prevention, survivor-centered support systems, and enhanced international cooperation.
Ahead of the meeting, the President of the General Assembly convened a Multi-Stakeholder Hearing in June 2025, enabling civil society, academia, and the private sector to share practical insights and recommendations. Written submissions from organizations worldwide were compiled to inform the negotiation process and shape the final Political Declaration. A full programme of official side events was also held in parallel with the meeting.

United Voices for Global Impact (UVGI) proudly participated in this high-level meeting, contributing to the global dialogue on strengthening responses to human trafficking. Through its advocacy work and engagement with UN mechanisms, UVGI emphasized the urgent need for survivor-centered approaches, community empowerment, and enhanced protections for women, girls, and vulnerable populations. UVGI’s involvement reflects its ongoing commitment to advancing human rights, promoting global justice, and supporting international efforts to prevent exploitation in all its forms.
